Online Scams is a multi-million dollar industry worldwide. In the Philippines, it is a multi-million-peso industry which, to date, has been neglected by lawmakers and authorities. The best proof to this outright neglect is the fact that Online Scams, Financial Fraud and the like, utilizing Electronic Money Transfer services are not included in the Anti-Cybercrime Law that has been passed recently (The Cybercrime Prevention Act of 2012, RA 10175).
Nowehere in that law can victims of online scams find any relief at all despite the fact that millions of pesos are lost monthly in this lucrative underground business.
Why would these businesses catering and facilitating e-commerce activities spent on facilities that assists authorities in pursuing cybercrime investigations if at all these extra investments would not directly contribute to the profits of businesses? The Anti-Cybercrime law does not require them to do so. Must there be a Due Dilligence Law that mandates these businesses to exercise Corporate Social Responsibility? Must it be included in the Cybercrime Prevention Act of 2012?
